This inkstand features a painted cat figurine sitting on an ornate metal tray, which holds a glass inkwell.  The inkstand is made of bronze and the metal figural cat has a cold-painted finish. These are typically from the late 19th or early 20th century.

The Dip Pen has a distinctive twisted mother-of-pearl handle and a metal, likely gold or gold-plated, nib and ferrule (the metal band connecting the handle to the nib). These were luxury items during the Victorian era and are designed for use with liquid ink, which is "dipped" rather than filled internally.
