This is a 4" Kewpie doll with movable arms and lets, pale yellow color, made of celluloid.

The image features a vintage Japanese celluloid doll, Celluloid, an early form of plastic.  It has jointed arms and legs, rosy cheeks, (no wings) and large, round eyes, characteristic of the Kewpie design.

Kewpie dolls are a brand of collectible dolls created by American cartoonist Rose O’Neill in 1909. They were first produced in Germany in 1912, with subsequent production in the United States using materials like bisque, celluloid, and composition. Known for their chubby cheeks, small wings, and "baby cupid" appearance, the dolls remain popular today in both vintage and modern forms, and their creator used the doll's fame to advocate for women's suffrage.

This doll is in very good condition with no chips, cracks or repairs.
