This is a vintage Kewpie folding hand fan, made of plastic with a lace design and a red ribbon. The circular images on the fan feature classic Kewpie illustrations, which are well-known cartoon characters invented by artist Rose O'Neill in the early 20th century.  These fans are typically associated with the 1960s or 1970s and were often sold as souvenirs.
